KRANJSKA GORA, Slovenia (AP) ? Ivica Kostelic of Croatia won a rain-drenched World Cup slalom Sunday while Marcel Hirscher of Austria clinched the season title in the event after his sole rival skied out in the opening run.

Kostelic mastered the difficult conditions on the Podkoren course to finish in a total time of 1 minute, 45.81 seconds. Hirscher was 0.19 behind in second and fellow Austrian Mario Matt came in third, 0.34 behind Kostelic.

Hirscher led Felix Neureuther by 184 points going into the race. The German was left with no chance to make up the deficit when he straddled a gate in the opening run.

“I am totally relieved,” said Hirscher, who won the giant slalom globe last season on his way to winning the overall title. “To win the slalom globe means a lot to me. I am more relaxed now. The small globe is important as I hadn’t won this one before.”

The Austrian turned 24 last week and is the youngest man to win the slalom globe since Kostelic in 2002. He is the seventh Austrian to win the title, more than any other country.

Hirscher has finished in the top three of all World Cup slaloms this season, making him the first man with eight straight slalom podiums since Italian great Alberto Tomba in 1991-92. Hirscher also placed second and first respectively in the two city events in Munich and Moscow, which counted for the slalom standings.

The Austrian leads Norway’s Aksel Lund Svindal, who skipped the race, by 149 points in the overall standings with four events remaining at the World Cup finals in Lenzerheide, Switzerland.

Ted Ligety, who won his fourth giant slalom title Saturday, finished 2.80 off the lead in 18th. In his first run, the American had a costly mistake that almost threw him off course at the fifth gate. He recovered to stay in the race but came in 3.87 behind.

“Miserable day for ski racing,” Ligety wrote on Twitter, where he posted a photo of the spectators sheltering under umbrellas.

“It’s been a tough day,” Ligety said. “I didn’t ski very well and these are really bad conditions.”

Ligety earned 13 World Cup points to retain his third place in the overall standings, holding a 74-point lead over fourth-place Neureuther.

Alexis Pinturault of France opened the race on a rapidly deteriorating course and led the field by 1.45 seconds after the first leg, but failed to finish his final run. Kostelic, who was 1.51 off the lead, benefited from Pinturault’s mistake to land his second victory of the season and 26th overall.

“This is a very emotional win for me,” Kostelic said. “I have been training on this hill as a kid and have raced here more than anywhere else. The win means a lot to me. It was a tough day for all of us.”

Kostelic, who won the overall title two year ago, said he would have tests for his recurring knee problems later Sunday but confirmed he will start in the World Cup finals.

Many racers were critical of the conditions. The snow had already been softened after days of mild temperatures. Rain made the course even weaker.

“As a late starter, you have no chance,” said Austrian veteran Benjamin Raich, who failed to finish his first run. “The course is not holding up well. It’s not dangerous but it’s not fair, either.”

Kostelic agreed, saying the race was “not fair for late numbers, but we have seen worse courses on the World Cup.”

The slalom was the last event before the World Cup finals start Wednesday.

Chavez protege Maduro seeks snap election as Venezuela mourns

CARACAS (Reuters) – Venezuela‘s new acting President Nicolas Maduro is pushing for a quick election, hoping to benefit from an emotional outpouring at the death of his charismatic mentor, Hugo Chavez, and step into his shoes.

Venezuela’s election commission could announce as early as Saturday a date for the election, which two recent polls have forecast Maduro would win comfortably.

Maduro, a former bus driver and union leader who served as foreign minister and vice president under Chavez, has vowed to keep Chavez’s self-styled socialist revolution alive.

He was sworn in as acting president in Congress on Friday and handed the red, yellow and blue presidential sash.

“I asked (the election authority) to comply with legal and constitutional obligations and immediately call elections,” Maduro, 50, told Congress late on Friday as he cemented his position as heir-in-waiting.

The Supreme Court had earlier ruled that Maduro did not need to step down in order to campaign, but the move was denounced by opponents as a violation of the constitution and a “fraud.”

As Maduro spoke in Congress, residents of some wealthy neighborhoods of Caracas banged pots and pans in a traditional form of protest.

Maduro named Chavez’s son-in-law Jorge Arreaza as his vice president, and then returned to a military base where more than 2 million people have filed past Chavez’s remains to pay their last respects, and took his oath again in front of the casket.

Chavez was a hero to millions of mostly poor supporters for using Venezuela’s oil wealth to finance heavy social spending during his 14-year rule but he was seen as a dictator by his opponents. He died on Tuesday at age 58 after a two-year battle with cancer.

Like Communist leaders Lenin, Stalin and Mao, Chavez’s remains are to be embalmed and put on display “for eternity”.

An eclectic cast of celebrities, leftist and center-right presidents and rogue leaders attended Chavez’s state funeral on Friday. Iranian President Mahmoud Ahmadinejad, a close ally, broke with protocol to kiss the coffin, while Oscar-winning actor Sean Penn was also in attendance.

It is likely to be a particularly bitter election campaign in the OPEC nation, which boasts the world’s largest oil reserves.

The opposition had accused the government of trampling on the constitution during its handling of Chavez’s battle with cancer, and is furious that Maduro was allowed to take on the job of caretaker president while he campaigns for the job.

“This transgression is unprecedented in the history of the republic,” opposition lawmaker Maria Corina Machado said on Twitter.

“Today, on a day of mourning … the Supreme Court issued a political sentence, a fraud,” said opposition leader Henrique Capriles, 40, the centrist governor of Miranda state who lost to Chavez in October’s election and is expected to face off against Maduro.

“We are not prepared to tolerate abuses of power,” he added. “To become president, the people have to elect you. … No one elected Nicolas president.”

The constitution stipulates that an election must be called within 30 days, but some politicians said the electoral authorities may not be ready. Before Maduro’s call for an immediate vote, there had been talk of a possible delay.

Warnings over imported pets from eastern Europe | Your Thurrock

THURROCK?S Council?s Trading Standards is warning people of the dangers and possible costs of buying pets without checking where they have come from.

Increasing numbers of puppies are being imported illegally from eastern Europe to the UK where prices are much higher.

They are being sold through adverts on the internet and in newspaper small ads as UK-bred dogs.

Thurrock Council portfolio holder for Public Protection Cllr Angie Gaywood said: ?These animals are often accompanied by bogus histories and forged documents.

?Many come into the UK without having been vaccinated against rabies, others are vaccinated too young and too soon before being imported when the vaccinations are not affective.?

She explained that checks by vets often uncover the real history when new owners first take their animals for treatment. If a pet is found to be illegally imported and non-compliant with disease control rules owners could face costly quarantine and vet bills.

Cllr Gaywood added: ?If you are planning to buy a pet dog or cat, it is important you make some basic but important checks.

?Don?t buy them from unknown sources. If you are thinking of bringing a new animal into your home, it?s important you know where it comes from and where it was born.

?Be particularly careful when buying dogs or cats advertised on the internet or through the media. Illegally imported dogs and cats may carry diseases such as rabies which is still a problem in some eastern European countries.?

The counci?s trading standards team says anyone planning to buy a cat or dog should:

Buy the animal from a reputable supplier. Advice is available from organisations such as the RSPCA.
Check the animal?s history by speaking to a previous owner. If you are buying a puppy or kitten, you should ask to see it with its mother and the rest of the litter.

View the animal and its documentation before you buy. If it was born outside the UK it must have either a pet passport or a veterinary certificate. The pet passport needs to confirm that it was vaccinated against rabies at the correct age (dated), according to the manufacturer?s data sheet, normally at three months of age. There should also be a micro-chip number and if it is a dog the date of worming.

If you have any doubts about an animal speak to your vet before agreeing to buy it.

MIAMI (AP) ? Game on the line, LeBron James knew he was going to get to the rim.

And he delivered.

James scored 26 points, including a go-ahead layup after getting past DeQuan Jones with 3.2 seconds left, and the Heat scrambled late to beat the Orlando Magic 97-96 on Wednesday night and extend their franchise-record winning streak to 16 games.

“I had no intention of shooting another jumper,” James said.

He missed a pair of 3-pointers about 90 seconds earlier, so he went for the 3-footer instead. From the right wing, James drove diagonally through the lane, then used his left hand ? after all, he is left-handed ? for the basket that won it for Miami. It was the first time he came up with what became a game-winning basket in the final five seconds of a game since a 3-pointer beat the Magic in the 2009 playoffs, according to STATS LLC.

“This is tough,” Magic coach Jacque Vaughn said, after his team fell to 0-2 against Miami this season ? the two losses by a total of three points. “You’ve got guys who battled, who really wanted to win this game and deserved to win this game.”

Dwyane Wade scored 24 points on 10-for-16 shooting ? he’s now shooting 62 percent in his last seven games ? and Chris Bosh added 17 points and 10 rebounds for the Heat, who blew a 20-point, second-half lead and then rallied from a five-point deficit in the final minutes.

Nik Vucevic had 25 points and 21 rebounds for the Magic, who got 16 points apiece from Jameer Nelson and Tobias Harris, 13 from Arron Afflalo and 12 from Maurice Harkless.

“They’re one of the best teams in the NBA, if not the best and we gave it our all,” Harris said. “They knew that. It’s just a matter of a couple of seconds that could have changed the game. It’s a tough loss for us but it’s the right step in the right direction.”

Vucevic now has two games of 20 rebounds or more in his career ? both this season, and both against Miami. He had a 20-point, 29-rebound effort in a loss to the Heat on Dec. 31.

But he was one of three Magic players to foul out in the final minutes, as Orlando let a golden chance go awry.

The foul discrepancy in the game ? 30 for the Magic, 17 by Miami ? was a hot topic in the Orlando locker room afterward. The Magic went 10 for 12 from the foul line, Miami 27 of 31.

Perhaps the biggest two calls of the game came late, and both went Miami’s way, although the Heat didn’t like one of those at first.

Nelson hit a jumper with 1:36 left, giving the Magic a 96-93 lead. James missed two 3-pointers on the next Miami possession, and on the ensuing Miami trip, Harris drove from the left baseline but his basket was waved off, with Shane Battier beating him to the spot and drawing an offensive foul, Harris’ sixth of the night.

Battier said he had no hesitation about the charge.

“He is defined by winning plays,” Heat coach Erik Spoelstra said. “He just continues to make them.”

Miami tried for the tie twice on the next trip, but Wade and Ray Allen missed 3-pointers. Bosh was fouled on a rebound ? the sixth on Vucevic, making him the third Orlando player to reach the limit in the final minutes. Bosh made both free throws to get the Heat within one with 38 seconds remaining.

Al Harrington missed a wild 3-pointer, and James got the rebound to seal the stop Miami desperately needed. So with 12.6 seconds left, the Heat got the ball and a chance to win.

Spoelstra had told referees that if Miami got a stop, the Heat did not want a timeout. One was whistled anyway, and Spoelstra said that referees apologized for the miscommunication afterward. No matter ? the play got set up, the ball went to James, and he delivered in the clutch.

Orlando had no timeouts, and only managed a 3-point try by Afflalo from near midcourt as time expired.

“It’s about getting W’s and trying to find a way not get L’s,” Wade said. “Tonight we found the way.”

The Heat came in with 44 wins, the Magic with 44 losses, and after two possessions of the second half the reigning NBA champions had a 20-point lead.

And then about one quarter later, they were losing.

Vucevic had 10 points and nine rebounds in the third quarter alone ? the Heat, as a team, had four rebounds in the period ? and the tide of the game totally turned in a matter of minutes. What was a 60-40 Miami lead got whittled down steadily, with the Magic getting within 15 after a jumper by Afflalo, then 10 on a hook shot by Vucevic, five on a 3-pointer by Harris and finally within 77-74 when Vucevic closed the quarter with two free throws.

Orlando didn’t stop there, either. Nelson made a contested 3-pointer to tie the game at 79-all with 10:29 left, and his three-point play about a minute later gave the Magic their first lead of the night.

Vucevic added back-to-back baskets, and suddenly, Orlando was up 86-81 with 8:29 left ? meaning the Magic run, in about 14 minutes of actual playing time, was a 46-21 burst.

“Maybe it’s the way they defend,” Vucevic said. “They give me open looks and a chance to rebound a little bit more.”

Miami answered with the next six points to briefly re-take the lead, but Vucevic struck again with 5:03 remaining, getting a short shot off the glass to drop and stake the Magic to a 91-87 edge.

In the end, James was one play better.

“He took it into his own hands,” Spoelstra said.

NOTES: James was in double figures for his 200th straight regular-season game with the Heat, extending his franchise record. … Vaughn played against Miami 30 times in his career, his teams going 15-15. … The Heat have honored a military member who has returned home from a tour of duty in Iraq or Afghanistan before games in Miami for the past several seasons.
